Limited support is not no support - I have an 98SE VM that's perfectly useable for my purposes.
As for 2K, is it possible that you get the error "Microsoft Runtime DLLs cannot be installed on this Operating System. Please see Microsoft KB835732"?
Because there's a KB article about that.
(You need to install security update KB835732 - the Update Rollup KB891861-v2 seems to work, too)
